Got the flashers working! It was a fuse. Not blown, missing. My fuse panel is marked "cig lighter". After looking over wiring diagrams a few times I figured it out. Got the flashers working and the turn signals wouldn't. Looks like the six pin connector at the steering column needs to be replaced.
