I’m an avid road bike and MTB rider.  I had to share this with a friend who bought a E-bike.

IMHO....They have a Motor on them, they are a two wheeled cycle, therefore...THEY ARE MOTORCYCLES AND SHOULD BE TREATED AS SUCH......BY THE STATES, LAWS, COPS, ETC.

Then you have those that modify them and they will haul butt and it gets to a point where there’s a big difference in speed between some of the people riding the trails.

I do think the e-bike is helpful for those who have things that limit their ability to ride and the e-bike allows them to get out.

NYS has E-Bike & Scooter laws, there are different classes based on the speed (20MPH, 30MPH), etc and age requirements (Min16 years-old), where each 'calss' can be driven (roads, sidewalk, parks), etc, etc.  It it all very confusing and (I'm sure) difficult for police.

Seeing motorcycle crash level injuries on the eBikes. It seems a lot of people, particularly during the lockdown, with little riding experience jumped on eBikes and are going way too fast for their low level skills. I've ridden tens of thousands of miles on my road bike and unless you are a complete spaz, over the miles you acquire handling skills. Going from the couch to an eBike is recipe for serious injury.
