New fuel sender won't flow

I replaced the gas tank and sender in my '66. The sender will not allow any fuel to pass out of the tank. There are 10 gallons in the tank, and I ran a thin plastic tube all the way through the pick-up tube from the outside with no obstruction found. I can only get a very small trickle of gas with applied suction.  Has anyone seen this before? Next step is to drain the fuel again and see if the pick-up filter is clogged somehow. I don't get it!

If it won't siphon, it could be a split, pinhole, in the pickup tube, above the fuel level.

Fuel won't come out of the exit tube on the sender, even with suction. When I pressurized the tube, air wouldn't flow in either. The tank is not baffled, but I am.

I thought it sounded like mine problem too, but I could get air to flow through the pickup, just couldn't get the pickup to pick up fuel!

If you can't get air to flow through the sender into the tank, then there has to be an obstruction in the pickup tube. Time to pull the sender and see what's going on.

If the filter on the end of the tube is pushed too far onto the tube, it can bottom out on the tube blocking it. Have you tried blowing compressed air into the tube?   Might open it up, or it might blow the filter off completely, letting it get loose in the tank.   
I would drain the gas and pull the unit to see what is actually going on.

Bingo! The filter was pressed all the way on the pick-up tube, and the tube didn't have the slash cut on the end like the original. Also, the plastic filter was already getting distorted, so I cut the slash in the end and put the original Ford filter on. One more thing to check when using new crappy parts.
