I used a two part epoxy putty when I restored my original wheel. iIRC it was lepages.
It was then shot with epoxy primer and epoxy paint.

With all the ready to bolt on steering wheels that are available, the effort required here would only be worth it if you really want that stock style wheel.

What I would really like, is to be smart enough to figure out how to do the same thing to a fake woodgrain wheel.

This one turned out to be 15", I used the basic old vinyl wrap form the day, no fancy leather stitch stuff, kind period correct for what it is.pretty hard to tell the wheel was cut. I'm pretty sure BB did a step by step article on during the procedure a while back. As far as doing the wood one I picked an old one up and am thinking about doing it in real wood, seems like it might work, only problem is I don't have any wood accent trim in my car so I would just have to give it away. Will see.

Looks nice....I guess I will just stick to aftermarket for now.

I have the standard steering wheel on my car Billy and love it. The size seems well suited for the car and with it being manual steering, it makes turning the wheels easy.
Is there that big a difference going down to 14"dia?
