Windshield Wiper Arms Not Fitting Through Firewall

I am so close to putting my 65 fastback on the road.  The car was a donor car purchased by the body shop and I can't remember if the wipers were under the dash when they bought the car.I got ready to install the wiper arms under the dash and the shafts are too big for the hole going through the inner cowling.  The shaft of the arm goes in the hole with about 1/2 inch gap between the cowl and the mounting plate that has the 3 mounting holes.  Has anyone seen this before?
