Have a 68 tank sending unit that appears to be in good shape but would like to confirm it is working before I install it.
Is there a simple way to test that it is functioning out of the tank?

check the resistance between the wire and ground on the sending unit.. it should read from (about) 10 ohms to 75 ohms smoothly as you move the float through the arc. I have to admit that I'm assumming the 68 is the same as my 66.
