I was set on doing the paperwork on a black 17 GT base with 11k miles on it tommorrow. I found a 16 GT premium with all the options, performance pack 1 in race red with 18k miles for $3100 more. I can afford either. Is the jump to the premium with the Brembros worth it

Probably not. My guess is that as with most factory performance packages you can duplicate or actually get better results with aftermarket parts for less than the cost difference between a base model and the performance model.

A set of Brembos for your Mustang will probably cost over 2 grand. The Premium gives you leather seats & steering wheel that are heated - great if you live in a cold climate. The performance pack gives you a stiffer/firmer suspension & 19" wheels(vs 18"). There are other things, too, that I can't remember. That 7,000 mile difference is nothing. Depreciation is another matter. Go on line and see what they are going for.
I would buy the '16 as long as I planned to keep the car a while..

All the Brembo parts are available on Rock Auto. All in, including core charges you can do it for less than $1,000. Another option is to look for factory take-off parts or those from a low mileage wreck, which could potentially be cheaper. Given how new the car is used parts wouldn't worry me.
Leather seats, etc. are a different animal. That's not stuff you'd typically look to source and add later.
If all you care about is performance then I stick to it not being worth it, but if you want the added bells and whistles then its worth it.
