Oil filter circulation ??

How dose the oil get into the oil filter, through the center of the filter and pushes out, or from the outer side and is pushed into the center to flow back into the engine?
One more question, what size in a # 21 drill?  1/8,  1/16, 1/32 ??  or what??

The oil flow is from outer side to center return. The #21 is .004 larger than a 5/32 drill bit
