I'd plug them with a dab of RTV, both sides.

WOW no I got to go look and see if I have them. Dont recall seeing them when I cleaned the floor for sound deadener and carpet.

My car has them too, but since mine is a convertible I left them open. I figure if I ever get caught in the rain with the top down, having a drain isn't the worst idea.

On a 66, there are brackets under the floor that attach the parking brake cables with screws. Not sure if they are done the same on a 65..

My late 65 has 66 horseshoe parking brake cable assembly (1 piece cable).
I don’t have the radius relief stamped in or hole on left hand side in picture.
The hole on right hand side is inside rear frame rail.
I used a small piece of mastic/sealer to plug hole.
Could use strip caulk like used on gas tank.
I didn’t have any around when I plugged it at the time.
I have the asphalt type sound deadener over top of it.

My 1965 coupe has those same holes.

I checked my 65 coupe and I have no holes, never did??
