Absolutely. Its s shame the law he sponsored didn't pass. CA car enthusiasts would be a lot better off if it had. How are people supposed to maintain the emissions systems on 60 year old cars when there are no parts available? By refusing to pass this common sense law CA has shown that they are prejudicial against our hobby, and take the stance of planned obsolesence embraced by car manufacturers, which is based entirely on greed.
I glad that NYS, where I live, hasn’t been focused on this like California. Currently, cars built before the emissions requirement are exempt. We’ll see what the future brings.

In Washington state, the emissions testing program was discontinued years ago - and older Classic cars were never required to do the testing anyway.

In DE to register as an antique you have to pass inspection once. Once you have the antique title the vehicle never goes to the DMV again. All renewals are online and just require you to provide current insurance info and mileage. There isn't even any cost.
However, Leno's Law would have been even better, because is phased out emission testing requirements on vehicles 30 years old. The trouble is that in CA they don't just do the tailpipe test; they also do a visual inspection, and if you can't get or find emissions parts you can't pass. The contention was that these vehicles are rarely driven, and thus don't really contribute to pollution. Its pretty clear that CA would prefer non emissions controlled heavy equipment to pump years worth of ICE car pollution into the atmosphere in a few days to mine and smelt the materials needed to built EV battery packs, because that doesn't happen locally.

Delaware seems to be the place to move, mainly due to property taxes. Several retired friends of ours from NY & NJ have, or are planning to, move to Delaware. They also like the milder weather without going further south.
Watch out for an invasion from the north!

Black image was Nano Banana AI. This BMW Avus Blue image is via Chat GPT. I like the Chat version because it used my image and didn't source a different one. Plus it added a center cap to the rear wheel with a vague Mustang image in it. Don't like the fender badges, but hey, A for effort. I think I prefer the dark wheels.

It's been happening for years. There are communities in Middletown that are basically for people retiring from out of state. Yes, the property taxes are comparatively lower than other states (NJ's are insane), and we do not have sales tax, which is also nice. Unfortunately if politics matters to you the state has taken a turn for the blue. Its not as bad as say NY or CA, but its not the political landscape I remember either. Its basically become a one party system, which is sad.
