Tail Light Gaskets?

I can't believe I am asking this but I need help with the sequence of installation of my tail light parts on my 66 Coupe.  I have 2 gaskets, one is a white foam gasket and the other a black rubber gasket.  Does the white foam gasket go between the housing and the tail light panel or am I mistaken?

Thin one goes between light body and taillight panel.  That one keeps water out of the trunk.  The thicker one goes between the lens and the light body.  It keeps water out of the light.

Thanks Steve!  Now for question #2.  The screws that hold the gas filler tube to the body.  Do you know what size they are?  I want to use a stainless screw but not sure what the correct size would be.
