power steering cap question: round rubber disc that slides on dipstick

On my stock oem power steering cap there is a round rubber disc that slides onto the dipstick and rests in a groove on the dipstick.   I looked at new replacement caps at mustang parts places, and they don't have that rubber disk.  Is this supposed to be there? or is this supposed to be transferred to the new cap?

mark,
i checked mine and it has the same rubber dealy thing.............transfer it to your new cap
