does anyone know what yr ford started sealing lower head bolts on a 302 motor

Not exact year, but all the early Mustangs I have dealt with had blind holes. All the 5.0 blocks from Fox Mustangs that I have dealt with had open-ended holes requiring sealant.
If there is any question as to whether the block you are looking at has one or the other, just stick a phillips head scewdriver in the hole and see if the hole has a bottom in it. If it is an open-ended hole, the screwdriver will go all the way into the water jackets.
