I was recently looking at a 1966 Mustang, V8, it had the light-up corral horse on the grill.
There was no VIN on the left fender apron, where the notch is in the fender.
The guy pointed to the buck tag and said, "Here's the VIN" (WRONG)
Besides replacement of the fender apron, is there another reason the VIN wouldn't be there?

I would say replacement. I don't think that number could be ground off without ample evidence. Apparently there are two more places on the fender aprons that have numbers on them. The problem is that you have to remove the fenders to see them. They are located, one on each side, on top of the apron flange, just behind the shock towers.
If the current left apron is a replacement, it is a separate panel from that part behind the shock tower so there should still be a number in that secondary location.
Did the door tag look like a 50 year old tag? Still does not matter much, the whole door could have come off a different car.

The door tag looked OK, the fender apron was as smooth as Kojack's head.
The guy insisted the car came this way.
For example, I know if the car came special-order paint, the paint code is blank, I thought maybe it was some kind of weird thing like that. I never claimed to know EVERYTHING
Though, he kept going back and forth saying he had the car for 12 years and that he had the car for over 25 years.
I just found it to be a little odd. He was asking $10,500

There is another place behind the notched area that has the VIN on the same apron, but you have to remove the fender to see it. If you have to replace that whole piece of metal and forget to cut and bring the VINs with it you would lose them.

My 1965 has the same vin # on the drivers door tag.....I was told it was the warranty # but, it matches the vin on the fender.....As was mentioned, there is the " secret," place on the passenger side under the fender
lip. It is put there in case of a theft to verify the correct #..My Mustang has been registered
to me , originally from Calif. In 1969...The warranty ,# ...vin # and registration papers are all the same. I knew the original owner who purchased it in Oct. 1964 in San Jose , Cal

When I refinished my engine compartment between stripping primeing sanding and painting my vin disappeared. But I garentee it's there .

You can try looking from underneath the fender aprons at the other two locations. Sometimes you can read the numbers from below if they were heavily stamped.
