Thanks Hornman, if you have a quick change tool holder on your lathe it's an easily made part off tool.
Get an "Iscar" part off tool an drill a set of equally spaced holes along the center line and a set of the same spacing tapped holes in a block that fits your tool holder, the part off tool can be mounted in or out as needed for the diameter of the stock to be parted off.
The Iscar replacable carboloy insert tool holder is heat treated so you may need a carboloy drill that will drill through it.
Do you have any machine tools?

I bought the 9” Chinese lathe that everyone sells from Enco. I added an “A” size Aloris style tool post that takes 0.5” x 0.5” tools. I have been having trouble with cutoff tool, so your version might just be worth trying. I have cobalt drill bits and a big variable speed metal working drill press, so drilling the tool steel holders should be doable. I have a Rong Fu 45 mill that is good for the small stuff I work on.
