68, 289. Originally ac, ps and auto trans. My horns mostly hum or click. Every once in a while, one (or the other) blows loud. But not both at the same time. They each blow loud when I bypass the horn ring. I suspect the contacts at the horn ring because it only works from the sides. What else going on? Thanks.

I would agree that the contact are bad. You could try scuffing them up with some sandpaper. It might work for a while. Try bridging the contacts directly and see if you get the right tone. If so then its definitely the contacts.

New horn button/ring contact plates are available if that is the direction you want go.
Most Mustang stores have them.

There IS something going on at the horn ring. Can't get the steering wheel off yet. Pressing in the horn ring's center, I get nothing. Up or down on either horn ring's ends, they TRY to blow. So I figured out, unplug the driver side horn, (at the radiator) and work the left side of the horn ring, and the passenger side horn blows fine. So, I guess there is a left horn and right horn set of contacts? I don't know?

There is only one set of contacts... you just cut the load in half by unplugging one of the horns.
I had this same problem on my '67 until I wired up the horns to work off of a relay powered directly from the battery. That way the horn button only has to trigger the relay, which doesn't take much.

MS suggested a relay , Not a bad Idea ,There would next to no load on the horn button. Now where to add another relay

I sorry I don't have a diagram. Here's how I did it so I didn't have to cut any wires on my car:
1. Unplugged spade connector going to horn and plugged it into the signal connector on the relay.
2. Made ran a new wire from the battery of the relay to power it.
3. Grounded the relay ground connector to the chassis.
4. Ran a new wire from the relay output to both horns.
I mounted my relay using one of the mounting screws for the voltage regulator. This required no new holes to be drilled and it practically hid the relay below the voltage regulator.
