I put metal spacers with nylon washers either side on mine so that they swivel after being tightened. Lap belt attachments as well.

They need to pivot. Mine came with a shouldered bolt that would tighten up and still allow it to move around.
Edit for bad spelling.

Does anyone know of a set of lap belts that have the buckle side mounted on firm plastic? so to keep it in place between the seat and console?

look over the site from a PC. Not all of drop down charts would work from my iPhone. They will the sleeves in black only. Belts come in many colors. Not all colors can be returned. Its spelled out in the site, but you have to be on the right page to find it.
