Must be something else going on. What are you using for fan control?
Generally though, you want the fan on when the AC is on regardless of engine temperature. I have mine setup so that when the compressor is powered on so is the fan. At some point I may even have an AC system that work...

I have a 15 year old dc controller. It’s worked well. The wire prong came off that turns on the fan. I popped it back on ands it’s all good.
