Missouri has annual license fees (or you can buy two years at a time) and personal property tax base on the value of the vehicle.
Tags are $25 / year or so plus the safety inspection and personal property was $700 or so last year for our rogue, odyssey, wrangler, and mustang.

Illinois is about 150 per year for passenger vehicles So I'm in for about 300 for the DD's  Mustang has "expanded antique" plates which prohibit driving in the winter months, but has unlimited miles in summer months.  Fee for EA plates is 51 per year.  I've got antique plates on the 75 Olds 98 which is $13 for 2 years.  Many restrictions for the AV plates which, fortunately, Wisconsin does not enforce. 

And then there's the motorcycles and scooters....

Vanity plates up the fees a fair amount.

Illinois requires periodic emissions test in the densely populated urban areas only, and only for OBD2 compliant vehicles.  No fee

Safety inspections for commercial vehicles only.  Fee applies.

Antique in PA is a onetime fee. It was $90 with no inspection. 
Since the wife and I have reached full maturity, we are allowed one each to register our DD for $10 yearly and we have yearly inspection. Emission testing exempt after 25 years
3/4 ton truck reg. 9300#  was $180 now $10
Car was $44 now $10.

Its about $300 for collectors plates and one time fee in Wisconsin.  You cant drive in January is the only restriction.

   Yes Cant...LOL   Though i did see a older guy cruising down the Beltline one moring in his Miata with the top down.  It was 18 degrees.....LOL

Government has a way of putting a feel good name on a bill then stick you from behind after it passes. PA don't require a plate on front of the car. When I was a kid my dad had a had a front plate that read "Pennsylvania Land of Taxes". We were in NY one time, him and some guy in a gas station were going at it on which of their states had the most taxes. Sounds like some other states have found very creative ways to pick your pocket.
