The one time I did it, I was told to warm it in the oven for a bit.  Worked perfect.

That is the only way I have done the job. I use a freezer to install bearing races in hubs.

I’m  always hesitant of using a torch on parts that may be heat treated.
Like Gary said the freezer is great for bearing races.
On increasing the OD of bushings collars and such I have a stainless steel pan with oil  and an electric hot plate.
Years ago I saw a picture of a sign on and 30’s something shop that said flywheel teeth repaired without removal from the vehicle. Never could find more info about that, would be a very interesting read.

I thought it was going to be about replacing a rear end ring gear, not a starter ring gear.

 Only have done one in my life...about 50 years or so ago...just like that.
