Setup makes me think hay wagon with a suspension.
Probably an idea that came to mind during the war.
Take a broken down truck or car and the hay wagon that still had good wheels/tires.

Never heard of it. The only thing that I know of that was built up here in Renton were Boeing aircraft and the 737 is the only model being built there.
