If the pushrod coming out of the booster does not have the dogleg like the 69 booster pushrod, and is straight, the 70 power brake  pedal with the 4.5" distance should be correct.

Just a FYI the aftermarket power pedals they list for 70 require use of the 69 booster. You may have a hard time finding an original 70 power brake pedal. West Coast Classic Cougar has some originals for $165. Might be easier to just change over to the 69 booster

As far as I know you can't switch out pushrods, at least without disassembling the booster. That said I believe you have 2 choices, 1 go with a 69 style booster or 2 go with a 70 power brake pedal.

Well this will rub some wrong but here goes. Diesel motor oil is not the way to go, ZDDP is, and has been reduced in diesel oil for the last few years, for the exact same reason it was reduced in gas engine oil. Federal mandates have caught up with diesel truck engines, and they are required to run cleaner.

So if any of the Rotella users can find the current official ZDDP levels (by current I mean 2013-2014 or newer), you might be surprised.

If running a flat tappet cam you will always want an oil with a higher level of ZDDP. There are synthetics out there with the additive, as stated above Amsoil, Royal Purple HPS, Joe Gibbs Driven Racing oil to name a few.

I'd be willing to bet it's made in China for them. Nowhere states made in USA. I'd stick with better known brand name rockers.

Horn issues usually reside in the rimblow switch. It's been awhile (30+ years) but I believe if you pull your center pad off you can remove the rimblow switch wires and test it for continuity.

I had just skimmed thru the posts looking for cam specs and didn't catch that. Saw team-c was on Lakewood also lol. Speed shops are definitely few and far between nowadays, sad considering the history of places like Johnies Broiler in Downey, along with other old hangouts here in SoCal.

It's longer duration that causes the lopey idle, not lift. Think I've seen that place, On Woodruff IIR, but haven't been in there, I usually shop Summit, great prices for the most part, gets delivered to my door, and no tax lol. You in SoCal?

Edit; LSA has an effect on idle also.

If it's possible the exhaust lift of that cam is 496 and not 498 it would be a commonly used older grind I have used in the past. Specs were 214-224 duration @   .050 lift, 472/496 lift, typically LSA of 112, ICL 107.

Edit; in a 289 that cam will have a slight lope, it was a good midrange cam.

Always best to mount electric fuel pumps close to the tank, as they push fuel, not pull.

Sorry had call, continued, check all your vacuum lines and all the fittings 1st. You can spray carb cleaner around the base of your carb and listen for a change in idle, along with around the intake. Find it and then you will have to go back to tuning, as once you fix it all the tuning done so far will be off.

Specifics help alot, when you turn the idle mixture screws all  the way in on either side your engine idle shouldn't smooth out. It should kill or almost kill the engine. You have a vacuum leak somewhere, need to find and fix that before anything.

That's a good place to start, are your plugs wet? Knowing nothing except what you've posted about your combo I'd start there. Because of the mods you've listed I'm gonna assume your running an electronic ignition. Did you use the "stock" wire to hook up the coil feed? If yes you are loosing spark energy, check the voltage at the coil, should be 12v+.

Next have you checked the fuel pressure at the carb? What is it?

Finally, I will most likely get some disagreement with this, IMO, your carb is too big for a mild-moderate 351w. Will a 750cfm give you better "PEEK" numbers than a 650cfm, absolutely yes, but at what expense? If we are talking about a track car by all means go big, but for a street car bigger is rarely better. Know anyone with a smaller carb that you can try?

Post more about your combo, who made your cam? Off the shelf or custom grind? Ignition system? Exactly what carb are you running? Holley, quick fuel? Auto, or manual, if auto are you running a stock or hight stall? The more in depth information will make it easier to help you.
